Nepal lawmakers seek to legalize growing, using marijuana

KATHMANDU, Nepal (AP) – Ruling party lawmakers have proposed legalizing marijuana in Nepal, where it has been used for generations and was famed during the counterculture ’60s.
Forty-six members of the ruling Communist Party of Nepal filed the proposal in Parliament to legalize the production and use of marijuana, party lawmaker Birod Khatiwada said Monday.
He said the Himalayan country’s mountainous terrain is suitable for the crop and allowing farmers to grow it would greatly benefit those who are impoverished.
“Legalizing marijuana will help the poor farmers and since most of the Western world, which was reason for making it illegal in the first place, have already ended the prohibition, Nepal should also lift the ban,” Khatiwada said.
The proposal must be debated in Parliament before any changes are made to existing laws.

Illinois extends medical marijuana sales hours amid pressure

CHICAGO (AP) – Illinois officials are allowing medical marijuana businesses to stay open later amid complaints that users have been at a disadvantage since a new state law allowing recreational sales took effect this year.
The department also reminded retailers to prioritize medical cannabis patients during product shortages in a separate statement released last week.
Problems due to limited supply have been widespread, leading some dispensaries to limit the amount of product people can purchase and to cut back on their business hours. The law broadly permitting adults to purchase and use marijuana products took effect Jan. 1.
The statement said dispensaries can’t designate products only for recreational customers to purchase. It also said retailers limiting the amount of marijuana that customers can purchase should use higher caps for medical marijuana customers than for recreational.

COMMENTARY: Beware of recreational marijuana’s energy cost

Colorado has found some of the unexpected pitfalls of this growing industry. Marijuana is usually grown in large, artificially-lighted, temperature-controlled warehouses. Hundreds of 1,000-watt lamps are used, as is heating, ventilation and air conditioning for temperature and humidity control. Ten percent of Denver’s electric power is now used to grow marijuana. In Boulder, it’s 13 percent.
According to a study by Evan Mills, a staff scientist at the Lawrence Berkeley National Laboratory, indoor pot production in 2011 used about $6 billion worth of energy, enough to power 2 million average homes. This amounted to 1 percent of national electricity consumption and created greenhouse gas pollu..

Colorado university to offer cannabis-related degree

PUEBLO, Colo. (AP) – A university in Colorado will offer a cannabis-related degree program after receiving approval from the state.
Colorado State University is expected to launch the program this fall at its Pueblo campus about 115 miles (185 kilometers) south of Denver, The Denver Post reported.
The Cannabis, Biology and Chemistry program would focus on the science necessary to work in the cannabis field and emphasize natural products and analytical chemistry, officials said.
“It’s a rigorous degree geared toward the increasing demand coming about because of the cannabis industry,” College of Science and Mathematics dean David Lehmpuhl said. “Hemp and marijuana has really come to the forefront in a lot of economic sectors in the country. We’re not pro-cannabis or anti-cannabis. What we’re about will be the science, and training students to look at that science.”
