Recreational Cannabis Sales Soar Despite COVID-19

LOS ANGELES – In the midst of a global pandemic causing many businesses to close their doors, cannabis shops and delivery services are thriving.
Herb, a leading cannabis delivery business serving Los Angeles and the surrounding area, experienced a roughly 75 percent increase in sales this spring compared to the same time last year, according to CEO Bobby Vecchio, and as much as a 300 percent increase in the wake of big announcements concerning the pandemic.
“I would imagine that recreational use has increased as people have more free time, and medical use has increased as people are dealing with more stress and anxiety than usual,” Vecchio said.
Herb’s sales surge reflects a national trend. This March, retail sales of recreational marijuana in California jumped 160 percent above what they were at the same time last year, according to surveys acquired by Statistica, and similar statistics are coming out of Washington and Colorado.

BATON ROUGE, La. (AP) – Louisiana’s only medical marijuana grower currently selling cannabis said it intends to slash the price of its wholesale products for the second time this year.
The Advocate reports that Wellcana Group, the Baton Rouge-based medical marijuana grower licensed by the Louisiana State University AgCenter, announced the move Monday. It comes after state lawmakers agreed to allow any doctor to recommend the use of medical marijuana for any debilitating condition, a decision expected to increase the number of patients buying the product.
“We think that this a big step,” said John Davis, chief executive officer of Wellcana.
Wellcana sells directly to nine state-licensed pharmacies, some of which have already been discounting the retail price of medical marijuana for several months in response to patient demand for more affordable medication. Health insurance typically doesn’t cover therapeutic cannabis.

Montana marijuana legalization ballot committee turns in signatures

HELENA, Mont. (AP) – A group seeking to legalize recreational marijuana in Montana said Friday it has gathered enough signatures to put the question to voters in November’s election.
Organizers for the ballot committee, New Approach Montana, said they have turned in 52,000 signatures in support of a ballot initiative to allow retail marijuana sales at a 20% tax rate.
They said they also turned in more than 80,000 signatures for an accompanying constitutional initiative that would allow the legal age to buy marijuana to be set at 21.
To get on the ballot, an initiative to change or add a state law must have at least 25,468 voter signatures — including signatures from at least 5% of the voters from 34 of 100 state House districts. For a constitutional initiative, the threshold is at least 50,936 signatures, including 10% from voters in 40 House districts.

Northam says new facility will process hemp and CBD oil

RICHMOND, Va. (AP) – Virginia Gov. Ralph Northam has announced that a company will invest more than $3 million to establish the state’s first large-scale facility to process hemp and to extract CBD oil.
The governor’s office said in a statement Thursday that the project will create 22 new jobs and that the company has committed to buying 90 percent of its hemp from growers in Virginia.
Company BRD Extraction, LLC will do business under the name Blue Ribbon Extraction. It will be located in the Town of South Boston in Halifax County, which is outside of Danville and near the North Carolina border.
The Democratic governor said the company will spend $70 million on payments to Virginia farmers over the next three years. Many of them are current or former tobacco farmers.
The company’s founders and primary investors are Richmond residents Rick Gregory and Sterling Edmunds. They are both natives of Halifax County.

Des Moines City Council to consider marijuana resolution

DES MOINES, Iowa (AP) – The Des Moines City Council is set to consider a resolution supporting the decriminalization of marijuana in the city.
The resolution is on the council’s agenda for its meeting Monday and would be the first step toward decriminalizing marijuana in Iowa’s capital city. If approved, the move would create a six-person task force to study the issue and provide recommendations to the council by Oct. 1.
The resolution is sponsored by City Council members Josh Mandelbaum, Connie Boesen, Carl Voss and Joe Gatto.
Decriminalizing marijuana in Iowa is among the priorities listed by Black Lives Matter, which is seeking passage of a ban on racial profiling by Des Moines police. The proposal would not legalize marijuana possession, but would deem enforcement of the law the lowest priority for police.
A 2020 report by the American Civil Liberties Union says black Iowans are 7.3 times more likely to be arrested than white Iowans for possession of marijuana.

Kansas City mayor wants to stop penalizing marijuana possession

KANSAS CITY, Mo. (AP) – The mayor of Kansas City, Missouri, is backing an ordinance that would strike possession of marijuana from the municipal code, a move that would eliminate even fines for those who possess marijuana.
Mayor Quinton Lucas said in a news release Thursday that he would introduce the ordinance with all four black members of the City Council. Lucas said eliminating laws that disproportionately affect black people can help “improve police-community relations,” the Kansas City Star reported.
Missourians voted in 2018 to legalize medical marijuana, but recreational use of the drug remains illegal. In Kansas City, voters in 2017 decided to reduce the penalties for possession to a $25 fine.
Although black and white people have comparable rates of usage, black people are 3.6 times more likely than whites to be arrested for possession of marijuana, according to the American Civil Liberties Union.

Nevada to pardon thousands convicted of marijuana possession

LAS VEGAS (AP) – Nevada became the latest state with legal marijuana sales to pardon people convicted of possessing a small amount of pot.
The State Board of Pardons Commissioners unanimously voted Wednesday to unconditionally pardon anyone who was convicted in the past two decades of possessing an ounce or less.
The state decriminalized possession of that amount in 2017 when it began allowing recreational pot sales.
“Today is an historic day for those who were convicted of what has long been considered a trivial crime, and is now legal under Nevada law,” Democratic Gov. Steve Sisolak said.
Sisolak is a member of the pardons commission and submitted the rule change after raising the idea in March.
The state’s Attorney General Aaron Ford, also a Democrat who sits on the pardons board, has called the change “another step toward justice.”
